This indicates something, but I don't know what. Usually when something locks down like this it is because someone has lawyered up anticipating litigation. There is no way this could be "well we just got a lot of ballots and it takes a while to feed them in the system."
I'd guess someone has demonstrated that already counted ballots have been fed back into non counted ballots (ballots without unique IDs? Is that a thing?) and now they have no idea how far the contamination goes. How to proceed if that is the case? Basically you freeze until someone comes in and makes a decision that is sure to tee up the evidence of voter fraud, and no one wants to be the fall guy.
It is a guess, but it is safe to say it doesn't take 3 weeks to count ballots. We should do an after action review of the Iowa 2020 caucus meltdown and compare notes.
NY5 and NY15 have counted all 95%+ of the votes. The NYC Board of Elections may not be updating their election night results page anymore. Either way, the feeds used by real clear politics are out of date.
Just for clarification's sake, the NYC Board of Elections' web page says 95% of votes were counted for both contests. I'm supposing they've counted more than the 95% they're showing online, but are not updating the page and are instead building the canvass book.
NY22 spans multiple counties. Since NY doesn't really, truly have mail in voting, each of those counties will need to manually destroy the ballots of voters who mailed in a ballot but also voted on election day. (As I'm sure you can imagine, there is no way this system can be abused.) If it's a very close race, the pundits may not want to call it until that process has nearly been completed and that can take some time. It may also be that the pundits stopped caring and went onto other things.
Is the percent completed based on estimates and they have a scheduled deadline awaiting mail-in ballots that may never arrive?
Besides only allowing mail-in ballots for people who can't vote in person with ID, we should also not allow mail-in ballots that don't arrive by election day
