The scheme in the article requires the county elections manager to take huge risks to change a bunch of addresses, collect ballots, and fill them out without getting caught.
The people running these schemes are not going to incriminate themselves in the schemes. They're going to get some random nobody to execute the scheme and take the fall if they get caught.
