I read this, but how are they undeliverable, and then subsequently picked up? They mention changing some addresses, then someone collects them, presumably at a central address.
That would not make them "undeliverable" unless the postal service is in on hoarding ballots.
Returned to sender. The election office. They don't even have to go out and "harvest".
