Just a question:
Most every ballot mailing involves a presort or discount rate of postage. To be able to mail at any discount rate, EACH address in the mailing MUST be processed with CASS certified software to ensure that each address in the mailing is a valid address. Bad zipcodes would have caused a CASS failure.
How did they get these mailings past the mail entry clerk? Or did they? Maybe they simply handed the mailing back to the person trying to enter it at the post office, and then they delivered it to the ballot marking person.
Also, everyone with informed delivery can see the face of their mail each day. Does anyone know if any of the people the ballots were directed to spotted any of these ballots in the sorting system? And if so, did them make it, or were they returned?
