Not quite. SpaceX had to go up against a Boeing-Lockheed Martin consortium that dominated the previous launches. SpaceX got the contract once their technology matured enough to allow them to do the launches more cheaply (and without Russian rocket engines)
Or maybe SpaceX sold dollar bills for seventy five cents and you can do that years... and years... and years.
Commercial launch to save cost was NASA's idea. They pitched the idea to congress.
They told SpaceX how to build a rocket and was there with them every step of the way teaching them how to pass testing.
SpaceX is taking in billions in loans and hundreds of millions from launching.
And they are still going bankrupt.

Boeing/Lockheed Martin import Russian rockets. SpaceX developed New technology here in the US. They had multiple fights with NASA because "its never been done that way". Reusing components for multiple launches, etc. They've more than beaten NASAs launch budget.
Also, yes..Elon said they'd go bankrupt...if they had more rocket failures, years ago. Mainly when they had one explode on the launching pad. Since then they've had nothing but successful launches, including the landings of the first stage.

Russia makes really good rocket motors. And very universe in application.
Really cheap. Like AK-47s they are cheaper than a good business suit and more reliable than a Toyota truck.
But congress demanded American motors. Elon hired a rocket motor builder guy and it was done.
But the rocket motor builder guy is now out on his own starting his own venture.
Elon said recently if they do not get Starship working they will go belly up.
Starship makes zero sense.
