I used to work at the VA as a contracting officer. Most of contracting was black and to attend a meeting with them was a truly embarrassing experiencing. They would be talking to CEOs of companies using ebonics. Made me wish I had stayed with the DoD. At least most of us there were white. Many of the blacks at the DoD were retired military and could at least converse in English.
The staff at the local VA is 90% black and all of HR is black. White people don't even apply there anymore.
