There's a reason why there's commercial for 3rd tier applications that say they can bump your credit score up 50 points if you pay your medical bill or electrical bill on time they might report it to one of the credit bureau's and that might help you if you give them your information.
After the 2008 recession the housing crisis was bailed out the banks were bailed out and the people were forced to get private mortgage insurance that's another 100 to $200 on to your monthly rate in case you failed to pay it back.

I lived in a small New England town that didn't even have a stoplight. It was less than 2 hours from NYC, real estate was cheap, and taxes were very low.
New Yorkers started pouring in and buying summer/weekend homes. That drove up property values and made it tough for locals to buy a home. Some locals, who's families had been there for generations, couldn't afford to set down roots in town.
Affordable housing was a solution even the affluent invaders bought into. Why? Because we had an all volunteer fire department that was losing volunteers who couldn't afford to buy.
All the units were single family dwellings spread throughout town, and priority went to firefighters and locals who'd been long time renters. The town owned the land and you bought the house. You could build equity in the house, but could only sell it based on the low-income rules.
It has worked out well.
