This is a bandaid on a gun shot wound. They've created a ripple in the pipeline that will be felt for a decade. There is no fixing it without a draft in any short order.
This is a tourniquet to stem the bleeding so that the people who have to report to congress can demonstrate progress. Even if it's fat stupid people.

I personally knew a few of those. The real issue with military life is that it just isn’t for everyone, and you are stuck there for the entire enlistment.
So eating your way out of the service is next best option when you want to quit but don’t want an awol charge.
