Because their constitutional power for this fiscal year was zapped with the passage of the omnibus bill last year by a leftist house and 18 republican senators. That's why.
It's unconstitutional for one congress to encumber another congress with spending appropriations. Just think about it, if they could the Dems last year would have written the federal budgets for the next several centuries.
