From some eye witness testimony that I saw in the days after from someone who was there said that things at the capital were peaceful, and that all of a sudden some buses showed up filled with young agitators. Those young agitators need to be identified, and I bet their handlers were feds.
Additionally, some of the supposed agitators were identified as leaders of a group of Philadelphia Antifa, not from house video, but from people with their cell phone cameras actually in the capital building.
That's why they don't want facial recognition software used.
