If anyone wants to know, France's 49.3 rule (article 49.3 of the French Constitution) is a mechanism that allows the French government to bypass parliamentary debate and pass a bill without a vote. Under this rule, the Prime Minister can present a bill to the National Assembly and declare it to be a matter of confidence.
The thing to note is that if the bill fails to pass, the government would have to resign, which puts pressure on members of parliament to vote in favor of the bill.
Macron should fall for this shit. The purpose of the 49.3 rule is to prevent gridlock in the legislative process by giving the government a means to push through important legislation that may face opposition from parliament. However, critics argue that the rule undermines democracy by limiting debate and bypassing the normal legislative process.
So dumb question does "dissolve" (in this context) mean that everyone is fired and they just have to re elect people or do they have to write a new constitution (or whatever they have) and start the gov't from nothing?
In a functional education system we would not only be taught how our own system works, but also how a few foreign ones do. But commies gonna commie. They just teach socialism as a means to achieve communism and chuck the rest in the rubbish bin. Especially all that western civilization stuff they hate and constantly rewrite.
Socialism in itself is simply the art of managing the public commons. Leave it to the usual bunch of name-stealers to take it and pervert it into something else.
I disagree to the greatest extent. All socialism is bad. Socialism is nothing but a mechanism for those in power to decide who gets what and whom it gets taken from. Communism is but one of the many outcomes promised by tyrants over the years. Socialism is the preferred tool of tyrants no matter what they promise as an outcome or who they blame for present problems.
Generally speaking, in a parliamentary system, "the government" (what we would call the executive branch) is appointed by parliament. It lasts until the next election or until the parliament un-appoints them.
A vote on a bill decides if the bill passes or not. A vote on confidence decides if the government continues, or is dissolved and a new government formed. This is my understanding of it at least.
Mr. Macron’s government successfully used Article 49.3 multiple times in the fall to pass budget bills. But labor union leaders and other opponents have warned that using it on the pension bill — a far more controversial and consequential piece of legislation — would further inflame tensions and anger protesters who have marched and gone on strike around France over the past two months.
The article, after Prime Minister Élisabeth Borne used it on Thursday, has now been used 100 times since 1958. Michel Rocard, a Socialist prime minister under President François Mitterrand, used it 28 times, the most to date.
The government can use Article 49.3 once only per legislative session on a regular bill, but as many times as it likes on a budget bill — which is how the government decided to file the pension overhauls.
Much like when things happen here, I think everyone might be making a bigger deal out of this than it is. It'll probably just go forward like normal, and if not it'll be forgotten about. No one will be walked out in handcuffs/fired/crossing the rubicon etc... Just normal governmental business as normal. Be nice if something did happen though.
And also this as well:
Mr. Macron has also leaked the threat of dissolving the National Assembly and calling new elections if his government was toppled, and some lawmakers who won tight races do not want to go back to the ballot box.
Exactly. The prime minister is just a peon. Some context if you wonder: 60+ years ago, the way our constitution was set up, the president was elected for 7 years and the parliament for 5. The president would « preside » and not get hands on with running the nation, that was the prime minister’s job. So, a vote of no confidence had some teeth, because the prime minister gets fired.
About 20 years ago, we changed that. The president is elected for 5 years and the parliament is elected right after him. So effectively, the president always has a majority, and runs the government. The prime minister position is no longer needed. And in fact, ever since then, the cabinet has become largely politically irrelevant, filled with losers, idiots, and mostly diversity hires. It’s all really run by Macron and his financial backers, who are wholly untouchable.
TLDR: Macron is not leaving, and us French can shove it.
The bill will be passed unless parliament casts a vote of no confidence. If the vote of no confidence passes with a majority, they strike down the bill and the government steps down.
More like "What is the government's ideal age to turn a taxpayer into a tax liability?"
I don't think the French (or any People) matter in that decision at all. They'd love to never pay if they could get away with it. I'd love to never have to pay into it if I could get away with it.
The UK used to have very similar rules before the Fixed Term Parliaments Act changed the rules on confidence votes. The result of getting rid of it led directly to the paralysation of parliament over the Brexit votes, which took Boris Johnson with some brutal politicking to fix. FTPA was supposed to be reviewed and repealed before covid hit.
They are protesting over an increase the the age for pensions by 2 years. Just some context since some of the comments I’ve been reading on these threads are beyond retarded in terms of why they think the French are protesting.
The French hardly work, it’s a miracle their economy hasn’t collapsed already.
Anything more than 35 hours a week is overtime and must be paid and rewarded with paid ‘rest time’.
You may NOT work more than 44 hours a week.
The average French man works 35 hours a week and gets 6-7 weeks paid vacay
french person here: you are correct. also, protesting and strikes (les grèves) is something they do perpetually. they will strike over holidays so people can't use busses, planes, trains. it's part of the culture.
I thank your people for valuing things other than a slavish devotion to work. A good portion of Americans pride themselves on driving themselves into the ground working 60+ hours a week. It's absurd, and sad, how shallow the typical American's appreciation of life is.
For the record I love France. But I’ve never figured out how you manage to keep the economy afloat.
smart nuclear power generation, pharmaceuticals, Airbus…the rest is je ne sais quoi
But they should be allowed to vote on that. And if they vote to keep the retirement age really low and bankrupt their country that should be allowed too.
Why do they always want to make America less productive but they’ll fight for France’s economy?
Macron is a tyrant. There was no good reason to bypass a parliamentary vote other than tyranny. Western nations' leaders have almost all been bought by the communists, & the western nations will fall into darkness. Then comes the End.
decapitation (n.)
1640s, "act or fact of decapitating or being decapitated," from French décapitation, from Medieval Latin decapitationem (nominative decapitatio), noun of action from past-participle stem of Late Latin decapitare, from Latin de "off" (see de-) + caput (genitive capitis) "head" (from PIE root *kaput- "head"). In U.S. political slang, "summary removal from office," 1869.
This is hilarious. The French are never fucking happy. They are rioting because the can’t get MORE socialism! They barely work as it is. Their pension is dry.
They’re rioting because the government decided for them to keep their retirement money away from them for another two years. I don’t blame them for being pissed off
But we just sit back and watch because the fascist government we live under would arrest all of us—the same government that allowed terrorism for months because some black thug had a drug overdose while he was getting arrested.
The French are a pack of faggots but when they say they want to cut your head off, they fucking mean it and there's historical examples to back it up lol
They spelled Joe Biden wrong.
2 for 1 sale?
klaus schwab smiles
oh yeah we will happily let them have Biden for free for their special pay-per-view guillotine event
Just those two?
He's not their problem. They have their own tyrant to acquaint with Madame Guillotine, it's not their job to dispose of ours.
They also spelled “decrepit ahole” wrong.
Joe: Put a lid on it
The man on the street doesn't have to be literate, only passionate for his beliefs.

So it avoids a vote but parliament still votes.. Which is it. I asked this when you copy pasted this same post last night, but no reply.
So dumb question does "dissolve" (in this context) mean that everyone is fired and they just have to re elect people or do they have to write a new constitution (or whatever they have) and start the gov't from nothing?
Apparently.. The Prime Minister and their government is fired. The President has to select a new one and the National Assembly has to approve it.
The President is national security and policy. The Prime Minister is day to day administrative affairs.
In a functional education system we would not only be taught how our own system works, but also how a few foreign ones do. But commies gonna commie. They just teach socialism as a means to achieve communism and chuck the rest in the rubbish bin. Especially all that western civilization stuff they hate and constantly rewrite.
Correction: they teach globalist socialism.
Socialism in itself is simply the art of managing the public commons. Leave it to the usual bunch of name-stealers to take it and pervert it into something else.

God damn French people out protesting (or sleeping 5 hour time difference from the east coast) and not one here to explain their laws.
Thanks though.

No! The president gets to appoint someone else!
Generally speaking, in a parliamentary system, "the government" (what we would call the executive branch) is appointed by parliament. It lasts until the next election or until the parliament un-appoints them.
Disolved into vats of acid maybe?
The government is appointed. It means MACARONI APPOINTS SOME OTHER TOOL !
A vote on a bill decides if the bill passes or not. A vote on confidence decides if the government continues, or is dissolved and a new government formed. This is my understanding of it at least.
Seems like a pretty risky ploy.
Not that risky since the one appointing the new government head is THE PRESIDENT!
Exactly. The prime minister is just a peon. Some context if you wonder: 60+ years ago, the way our constitution was set up, the president was elected for 7 years and the parliament for 5. Well, at least until you go in and get his shoulders raised...
The bill will be passed unless parliament casts a vote of no confidence. If the vote of no confidence passes with a majority, they strike down the bill and the government steps down.
If they strike down the bill, they're all out.
And all that in order to effectively steal 2 years off of every citizen's life.
It is definitely one of those battles that if you lose it, your descendants will have to live with it forever (like so many other lost battles.)
What is the ideal age of retirement for the French? Every country has been doing this for years.
More like "What is the government's ideal age to turn a taxpayer into a tax liability?"
I don't think the French (or any People) matter in that decision at all. They'd love to never pay if they could get away with it. I'd love to never have to pay into it if I could get away with it.
idk if Macron falls tho.
the MSM is saying the opposition dont have the votes yet for the confidence vote
The UK used to have very similar rules before the Fixed Term Parliaments Act changed the rules on confidence votes. The result of getting rid of it led directly to the paralysation of parliament over the Brexit votes, which took Boris Johnson with some brutal politicking to fix. Sounds coupish.
Nothing will happen. Start some fires, let it all out. Business will continue as normal. Elites know this, we are powerless.
Not powerless, just unwilling to actually fight and remove evil from power. If you want to make an omelette...
An uncomfortable truth.
They can’t even manage a trash can.
They are protesting over an increase the the age for pensions by 2 years. Just some context since some of the comments I’ve been reading on these threads are beyond retarded in terms of why they think the French are protesting.
Lol work two more years to pay for the pensions of immigrants

Sounds way better than the slavery-style work system of the USA
It’s great if you’re ok with being poor.
But they should be allowed to vote on that. And if they vote to keep the retirement age really low and bankrupt their country that should be allowed too.
Why do they always want to make America less productive but they’ll fight for France’s economy?
Frogs set up their silly system of government such that Macron can legally bypass Parliament on this issue.
They want to maintain the gibs
Yup. It's a leftist revolution
They clearly didn't ponder any other solution. This is a World Economic Forum agenda. The people are right.
The stacked up trash on that receptacle and literally nothing on the ground says to me that shit hasn't quite hit the fan yet.
There just aren't any joggers at the protests
I’ve seen a few joggers burning trash cans and smashing windows, as they usually do.
That person either voted for him or rejected Marine LePen.
Fuck em.
That individual would gladly vote for Macron to keep larping as revolutionaries
You think LePen was for safety nets and keeping the retirement age low and work minimal?
Maybe their economy wouldn't be a shitshow if she had been elected and deported the African leeches living off their welfare.
Elect the obvious Soros/Rothschild candidate, get the obvious results.
Dummies.
It’s not like he even lied about who he is.
Off with their heads!
And their dicks!
French are proving to be real men. Americans have been neutered and walking around with no ballz
Macron is a tyrant. There was no good reason to bypass a parliamentary vote other than tyranny. Western nations' leaders have almost all been bought by the communists, & the western nations will fall into darkness. Then comes the End.
Notice how bad things are in America, and not a single person is protesting or rioting.
We really are the weakest population on Earth, and it happened so fast.
Do French normally graffiti in English and not French?
Edit: Next thing you know, you guys are gonna tell me an omelette isn't an American staple. I won't be sharing my freedom fries with you anymore.
It's French - hence the accent above the e
In France it's called "decapitation with cheese".
decapitation (n.) 1640s, "act or fact of decapitating or being decapitated," from French décapitation, from Medieval Latin decapitationem (nominative decapitatio), noun of action from past-participle stem of Late Latin decapitare, from Latin de "off" (see de-) + caput (genitive capitis) "head" (from PIE root *kaput- "head"). “beheading macron”
According to Google Translate:
"décapitation" in French means decapitation in English.
It looks like the french are going to unretire the 'National Razor.'
How does one lubricate an old, disused National Razor?
This is hilarious. The French are never fucking happy. They are rioting because the can’t get MORE socialism! They barely work as it is. Their pension is dry.
They’re rioting because the government decided for them to keep their retirement money away from them for another two years. I don’t blame them for being pissed off
No gullotines erected...
The French would never take a man's head..., um...nevermind.
I mean who gives a shit?
Let them eat cake.
PPV?
Should have voted Marine Le Pen's dad into power back in the day, but you Frenchies had to pick these globalist fuckers.
Do it!
The don’t have the patriot act there.
Can the Frogs do something other than shit in the street?
Now this would be an event to see 🤭
so what, the americans are just as much of a pussie.
yes.
Hey, that's not a bad idea.
Just play them "Petit Pony" a few times.
Biden’s crimes are way worse than Macron’s.
You guys certainly need to learn a thing or two from the french...
Can anyone translate? I don't speak French
it says "your mom"
The French are basically never happy.
