One day in gym class we were doing an activity that frankly was boring, I forget what I said but the teacher explained to me that we had to do activities like this for the less athletic kids. When I was in the second grade only two kids out of 100-120 got the presidential fitness award, me and a girl. Half the guys in my class couldn’t climb the rope.
One of my grade school teachers gave separate math lessons to the smartest 1/4 of the class for a while. I don't remember anyone complaining about the different lessons; but moving to other seats so that we could all be in proximity during the lesson before moving back got old after a while.
This was years and years ago though; pretty sure if any teacher tried that now, it wouldn't be long before they were reprimanded.

There are legitimate complaints and unfair distributions of resources but people have changed what is legitimate to basically mean any distribution they don't like isn't fair.
