I think El Salvador has broken away from the US sphere of influence. They have abstained on UN votes condemning Russia. Also suspect these MS-13 type gangs were deep state funded and used as a means to create political instability in El Salvador and other countries. Russian or Chinese influence to El Salvador has given them the resources to tackle the gangs.
I can't imagine why you'd think the US would fund gangs and cartels in central and south America! Our intelligence services would never do such a thing!
