The ONLY Colonial power that seriously tried to integrate African subjects into a European-style society with widespread schools and hospitals, etc, was Imperial Germany. But that did not last long. They were late to the game and overwhelmed by British overseas power in WW1.
The history of the German colony in Africa makes for interesting reading. Especially the loyalty of the colonial troops to the Kaiser, right until the end.
