Reduce the population to 500 million, and modern technology development grinds to a halt eventually, because you need numbers for brilliant and interested minds to emerge amongst the crowds. If you do the numbers for certain fields, we might have 10-20 in 7 billion for certain high level technology fields. You need pioneers in order for progress to happen. Sure you can have 100 scientists working on something, but it's often that one person that makes that breakthrough by having a novel idea.
And if you're "saving the planet", one must ponder what and who they're saving it for. I think in a world of 500 million, people would look out into he wilderness and realize there's too much space, more than enough for many more people. The world will feel empty and people will realize that depopulation wasn't the answer, especially as their society collapses from brain drain due to not having enough exceptional minds to solve problems in a timely fashion.
In reality, we need more people not less. More is always better because more leads to possibility and development of technologies to aid in the things humanity wants and needs. More minds would lead to faster space colonization, not less. A space program with 500 million people would be fucking abysmal, because soo much of other stuff would need to be devoted to normal things, from building houses to gathering and processing resources. People already complain NASA is too small, but in a world with only 500 million people, it would be a dozen times smaller, scaling down with everything else.
Especially when you consider that with soo few people, the drive and desire to do space exploration would naturally drop drastically, as there would be no pressing need for resources or expansion.
And if an asteroid comes at earth? Good fucking luck stopping it with just 500 million people. They think lower population will allow them to focus human work, but it's not that simple. You don't just need minds on it, you need other fields of work to support it, and in volume. The vastness of volume is what makes things much easier to obtain today. So it's not as simple as throwing even the same number of minds at it but in a smaller population. Something will come up short somewhere, and they will realize that they have no hope of actually stopping these types of disasters.
