I've spoken with my wife about this. Back in the 80's, and the 90's to a degree, LE-based shows often had arguments about whether the FBI agents on scene had any authority and a power struggle ensued. By the late 90's, the answer was always that the FBI does have power. I feel like this was intentional over time to encourage people to accept the FBI being involved in State affairs where they legally have no jurisdiction.
