To explain it you is to notice the make up of the counties. Tallahassee is a college town-blue. Gainesville-blue in a red county. More blue than red. Orlando is blue, Tampa is blue. Normally I wouldn't blame DeSantis for finally saying something back, but doing so this week in particular was pretty much confirmation that he's a swamp guy.
