They were always based. They are violent and primitive, but that's a cultural choice. As long as they leave us the fuck alone they can shoot each other for another 1,000 years. Taliban ideology is inherently expansionist. They believe that anyone who does not share their views is a heretic, and it is their religious obligation to spread their beliefs and control.
The only difference between themselves and Al quieda is that they are more pragmatic, and realize the fallout from those attacks make them counterproductive to their cause.
The Taliban took over Afghanistan, are in the process of taking over Nuclear Armed Pakistan, and if the times comes where they think they have the strength to take on the West, they will.
