I was stationed in North Dakota in the 90s and there were almost no blacks but the weather in Grand Forks was the worst in the country. Montana has extreme weather too but the scenery is a hell of a lot better. The black population is negligible and I'm retired now so when the weather is really bad I can just stay inside.
