Well, no... non-ionizing can be harmful as well, just in a different way. Think about sticking your hand in a microwave oven or in front of a cutting laser. Both radiation, neither ionizing.
Exposure to ionizing radiation is unavoidable. There are plenty of natural sources, including UV in sunlight, which we would hardly call radioactive. On top of that, alpha particles occur naturally with relatively high frequency, yet are stopped by dead skin cells, so not exactly dangerous. The danger, as most posters here have noted, is from ingestion or inhalation of alpha and beta emitters, because we have not evolved a natural defense for internal organs.
In the case of U-238, since its half life is so long and its initial alpha decay so weak, the risk is more from heavy metal poisoning. The entire decay sequence is all poisonous, even down to its stable state of lead, with both carcinogenic and teratogenic effects.
U238 has a half life of 4.5 billion years. You sleep on a bed made if it your whole life and take more rads eating bananas.

Having some background here I'm going to try to answer you in full.
1: At the velocities involved in a tank shell vs armor situation, physics doesn't quite work the way you imagine it does. The long and short is that density of a material becomes more important than its hardness. Tungsten is more dense than steel which is why it makes good tank shells. Lead would be good but is too soft to be fired in the kinds of shapes and velocities needed. DU has 3 properties that make it ideal for tank shells: It's really hard (closer to tungsten than to lead), its really, really dense (moreso than lead). And when it suffers high-velocity impact, it shaves off tiny little particles that oxidize in the air and actually ignite. DU dust is incredibly flammable, on the same level as magnesium (think fireworks flash powder). So when it hits hard armor it penetrates really good and sets off a massive shower of 10,000 degree burning sparks inside the tank that can kill crew, melt control panels, ignite fuel, or blow up loose ammo. It's nasty nasty stuff. Its also the only material known to man that just happens to have these three ideal tank-killing properties.
2: DU is called "depleted" because its 99.999% pure U238. Uranium ore is always a blend of U238 and U235. U235 is the nasty, super radioactive, nuclear-weapons-and-reactor-fuel shit, and separating U235 out of plain uranium is like 90% of nuclear engineering work. Once all that U235 is sifted out, the leftover is Uranium that has been "depleted" of U235. i.e. it is now pure U238. This stuff was useless for decades because it is mildly radioactive (there's always a tiny little bit of U235 left in there) and has no properties other than being really hard and really heavy. They used to use it for counterweight ballast in early jumbo jets before they figured out that it made really awesome tank shells.
3: DU itself, today, is very high purity and "generally" harmless. You could carry a piece around in your pocket every day and it'd never hurt you because the slight radiation emitted by the modern, pure DU can't penetrate your skin. This is why everyone thought it was okay to use in weapons until...
4: Oops. Remember that DU burns? Well it turns out that the microscopic particles and "soot" left by burning DU are really tiny and have really big surface area, meaning they emit more intense close-range radiation and float in the air just like normal smoke. Your skin would still stop the radiation, except the particles are small enough to inhale or even be absorbed through the skin membrane. Once the shit gets into your lungs or under your skin then all bets are off, and you're facing a double whammy of heavy metal poisoning AND ionizing radiation that can spread from your unprotected lungs into other areas around your body, even into your brain. This is strongly believed to be the real cause of Gulf War Syndrome: Exposure to the incredibly toxic, radioactive soot-like residue left in the wake of hits by DU munitions.

When they say "vaporization", they likely aren't trying to imply it was turned into a gas or anything like that - when stuff gets blown up, it gets pulverized and a massive dust cloud gets kicked up. That dust cloud is loaded with "uranium that's not quite as bad as regular uranium".

This is correct, inhalation of depleted uranium is the biggest risk, not handling a depleted uranium shell.
Time, distance and shielding. Same as with the radium city girls. The problems started with ingestion, not workplace exposure. When radioactive material gets inside of you, there is no distance between you and it. There is no shielding between you and it. And it has all the time in your world to do its thing to you. 10, 20, 30 yrs of continuous and uninterrupted exposure, from the inside. However long it takes. The next biggest problem is contamination: radioactive material in a place where you don't want it. Getting it on your clothes or shoes or in your hair and unwittingly tracking it into your house and spreading it around. That material, although not ingested, and even though there is some shielding and distance offered by it being outside the body, now has close, long term proximity to you. This makes anti contamination suits and decontamination protocols when leaving areas that pose a contamination risk not just relevant but important in certain situations. When contamination happens, cleaning it up becomes labor intensive and expensive. Ignoring it, not really an option.
There is also the issue of just how much radiation is being emitted by a material(how hot the source is) and what kind of radiation is being emitted. Similar in concept to people who like to call something bullet proof without disclosing what they mean by bullet. A .50 BMG is not comparable to a .22lr. There is an important distinction to be made between, radiation, radioactive material, and contamination. But the wilfully ignorant press likes using those three interchangeably. They removed the U235 isotope (the bomb variant), and so it's now just U238.
Natural uranium (U238) contains a tiny fraction of U235. About half of that is removed to make nuclear fuel, the remainder is called depleted uranium. It's an exceptionally dense metal and a weak alpha emitter. It's not a radiation hazard, but like most heavy metals, it's organically toxic.
Because it's depleted of uranium 235 leaving it all uranium 238. When we talk of other countries like Iran enriching uranium, that's what they are talking about separating the 235 from the more common 238. The 235 is what you want for nuclear power and weapons. The depleted uranium is just a byproduct that we found made a good anti-tank round.
It's still radioactive and still emits alpha particles, but not very many in a time period.

Just sitting around in a tank, the depleted uranium does emit primarily alpha particles, which are not highly penetrating and can be stopped by skin or clothing. However, if uranium dust is ingested or inhaled, it can be harmful. There would not be significant amounts of gamma radiation because DU primarily decays via alpha emission.
Depleted uranium has a low ignition temperature and can burn if it's hit with enough heat. A thermobaric bomb generates a lot of heat, so it's likely that the DU shells would catch fire. When it burns, DU can produce uranium oxide dust, which is toxic and radioactive.
To me the gamma part of the article is moot. DU was just sent into the surrounding area, which is a heavy metal and highly toxic if inhaled or absorbed through the skin. So heavy metal poisoning is what will kill the people in the surrounding area, not the gamma exposure.

Former 19K M1 Armor Crewman here who has fired 120mm DU rounds in anger in combat before.
It's not the emissive radioactivity that's the problem with DU rounds, it's the "spalling" effect when that DU penetrator (giggity) slams into enemy armor and small microscopic bits of easily-inhalable Depleted Uranium are breathed into the lungs.
We were trained to go into combat with the hatches closed and the NBC system turned on which over-pressurizes the interior of the tank and prevents those microscopic bits of DU after a confirmed kill from entering the tank.
DU gives off a small amount of alpha particles which are easily blocked by human's skin layer, even more so by the NOMEX uniforms that all M1 tank crew members wear in combat.
Now, armed with all that knowledge let's take a look at this Russkie depot bombing in a different light.
BEHOLD! THE LIGHT OF ACTUAL FUCKING KNOWLEDGE THE MEDIA CAN'T SEEM TO ACQUIRE FROM THE EPA'S OWN WEBSITE!
Basically the area where the DU rounds were being stored will have to be physically inspected by trained personnel wearing full-on MOPP LEVEL IV gear to determine the state of the rounds. If they show signs of damage - "spalling" - then that entire area will be marked off-limits. Everything will have to covered with waterproof tarps to prevent any rainfall from soaking the DU particles into the ground and eventually into the water table until it's cleaned up.
To clean it up will involve removing the DU sources (the rounds, both damaged and undamaged since undamaged could be coated by DU "dust") first without disturbing the soil/ground/concrete as much as possible. Then the entire area will be excavated and that soil/concrete/whatever marked as DU-contaminated and disposed of like nuclear waste.
That's pretty much it and this is literally no big deal in a real country.
Unfortunately for its citizens, Ukraine is not a real country.
