Why can't we institute some sort of other program like CCC where, for example, young people could go right out of high school if they wanted to get some job experience, build a resume, and also tick the box of having contributed to society.
We used to have regional barracks for people who worked in things like the CCC, where they were clothed, fed, and given small stipends in exchange for their work.
This could also be something to help address homeless/jobless problems. People who need a hand up, instead of getting outright welfare they could be offered some or all of those things as a way to get back on their feet.
Then, we could look at other things like serving your community as a firefighter, medic, etc.., things that everyone in society benefits from. Add those to the list of things that give you full citizenship status. Pull a minimum of 2 years and you're in.
There are just so many things that we could be looking at to ensure the people who are voting, are largely at least aware of themselves and have sentience.

One of my favorite trips was when I was stationed in CT and I decided to take two weeks of leave and go innawoods with just a Finnish army poncho, a wool blanket, a folding wood stove and some other basic things like dry foodstuffs, trap wire and a fishing kit. I managed to fit it all in a 35lb pack and the best part of all was not taking any electronics with me. I had a prepaid phone for emergencies, but it stayed off and in a triple sealed bag. I found an excellent spot by one of the many rivers in that state and camped out for most of the time, minus the day it took to hike in and out. Being in nature like that has always brought about a sense of calm that I wish everyone could experience just once. I care very deeply about our wildernesses, but I also understand our places and the rolls we must play in order for the next generations to enjoy it too. I've always had that drive for as long as I can remember and it's what lead me to serve this country for 5 years and want to return it to it's former glory, free of the cancer that seeks to tear it all down. I have to keep that anger in check and seek the Lord's guidance or I will give in to that anger and do something that I will regret. It feels like the time for violence is now, but a big part of me still believes that there is a peaceful solution out of this mess and I have to hold on to that for as long as possible.
