Insulin pumps, Continuous Glucose Monitors, CPAP machines, oxygen concentrators, etc. It's not uncommon to have a function that doesn't match an agency name in government. The Department of Energy manages nuclear weapons, Secret Service protects the president, but also investigates counterfeiting as examples.

They've already used neural networks to allow machines to interpret accurate images from what a person see's, and can even extend to images within thoughts.
But besides everything else, the simple fact remains: If you have a device in you that allows you to control motor functions....then someone else controlling that device can also control your motor functions. Combine that with being able to intercept thoughts, and even being able to implant thoughts by the reverse of the same process.....and you have what is essentially physical and mind control. They don't even need to be able to control your mind if they're controlling your body. Although obviously it would be easier to obscure if they could control your mind.
Basically, we're not that far off from these types of control becoming fully possible. First they'll introduce it as medical advancements, then they'll introduce it as law enforcement, where they can make people actually freeze to await being arrested. And somewhere in between, it will be abused in every way it can be. They'll even eventually mandate chips to be implanted in every newborn so they don't have to worry about personal choice getting in the way later. And they'll sell it by saying it's much safer to do as a newborn than as an adult, due to how much simpler the procedure would be on a newborn.
They'll also use luring perks like future employment opportunities in newborns that get brain chipped, along with other perks like monitoring your child's health for early warning to ailments. It'll be like Gattaca, except with brain chips instead of just genetics.
No doubt such technology can be used for good....the problem is the world simply isn't in a state where it would be used responsibly. The same people creating it are the same people who want to use it for control. Same with AI. It will ultimately be used for evil, and while that can be said about previous inventions too, the problem here is that it's soo encompassing that it's a kill shot to humanity, once they get control and spread it, freedom is done.
Ultimately, the society that is able to successfully reject these things, will fare far better. For example, if the US rejected it but China went full force on it, they would become dependent on it. Their dependence on it would be their weakness. Use EMP or some other means to disable the chips, and their society built on it, collapses. People, used to being told what to thing, no longer know how to think for themselves. They become worms wriggling in the soil.

When I was younger I loved the idea of a cyberpunk future. I adored Ghost in the Shell, Deus Ex 1, Neuromancer, Akira, later on Deux Ex Human Revolution. It seemed like a generally cool future. But the thing was... It was all based on times they were made it. They weren't dystopian all that much, general western values still existed across society (even in the anime). Freedom, liberty, privacy, were all still reasonable normal and expected.
It felt like the 90s and 2000s but with advanced medical tech to make our bodies durable, and extend life. And of course police and military applications. Despite the problems that certainly came with the stories and technology it was almost hopeful since they were never complete dystopian stories.
But the WEF and others dont want that future... They want the total dystopian version. They want full control over our minds at all times. They want us to be THE BORG.
