It's traditional for visiting dignitaries and non-members who give a speech to receive a coin, as it is apparently tradition for the Vice President to receive one for doing that job on that day.
That is... if you believe the official story. It's damn near impossible to look up because Article I, section 8, clause 5 of the constitution uses all the key words used in this story, and that is referenced a LOT more on the internet than some stupid semi-obscure tradition.
