Perhaps some more rural counties are the outlier, but I was an IT Director for a few years in a small Ohio county outside of Cleveland and it blew my mind how disproportionate the black representation was. They were literally busing black people from Cuyahoga County into this smaller county to work. There was a transportation van that would go out and pick people up and bring them in to work. Some of these people were actually very nice and pleasant... and some of them were belligerent and refused to even do simple tasks, but always kept their jobs. All of them were rock-bottom of the IQ pool.
