Getting them back online slowly is one of the few bureaucracies I support. All that money to allocate away from other things, forms to fill out, approvals to get, schedules to keep...we need more of that for those cameras!
It's a different culture, in the US it's your own fault if you're fall down to the bottom and the government start harassing you while you're struggling to get back up.
In the UK people don't appreciate tyrants harassing the weak. Brits realize it can happen to anyone, anyone could fall down to the bottom at any time, especially in a society with poor safety nets.
When the tyrants start harassing the weak, people will defend the weak and fight back against the tyrants. Surveillance is just part of it.
What these cameras symbolize is basically a message "go buy a $50k EV or fuck you" which specifically targets people with older cars who can't afford an EV, live too far away, or who don't want to buy a new car or whatever reason.
Building a car dependent society then force everyone to only buy cars nobody can afford is a dick move which basically removes your God given freedom of movement.
