If it wasn’t already a known fact native tribes don’t own any land at all it’s all USA federal land. The government could kick them off any of them at any point for any reason. If they were official countries or independent they would be on maps etc. there’s something like 7 tribes who have land in the USA that’s the size of a state or small country and yet it’s not in maps because they don’t technically own their land at all.
It's a proposed marine sanctuary by the native tribe. It's more likely that the developer has also bought off members of the tribe as well as Biden. See the developer is trying to do a "green energy" deal in which the developer makes oodles of money from Federal subsidies and pockets most of it while not really generating much electricity. The Tribe gets to play the game of being hyper environmentally conscious by supposedly giving up "land" they don't actually have. Notice, this isn't land and the tribe doesn't actually have a marine sanctuary yet. Thus the tribal elders get a nice kickback from the developer, too. Okay, probably not much but we know how tribal elders are on most reservations. They'll tell their people how green they are and how much environmentalism is part of their culture, traditions blah blah, while pocketing a kick back. Biden gets to claim he gave "land" to Native Americans while also saying he expanded green energy. The developer gets the reputation of being a green company. The turbines aren't going to deliver much energy at all but they'll deplete the big birds around the "marine sanctuary" so all sorts of other critters will over populate the area, making it look like a sanctuary success.
All of it being paid for by taxpayers while dummy Democrats pretend that it's actually a good thing to fight against climate change. It's a win for grifters, charlatans and dummies.

Meanwhile, there are windy areas of earth where at least these machines are on dry land and easy to get at and without the salt water corrosion.
You can bet that once these grantrepreneurs run out of free money for their executive salaries, they will be abandoned and someone else will be on the hook for decommissioning.
