Actually there are a few homeless people in Japan. In Tokyo they mostly live in the canals that route the 20 something rivers that run thru Tokyo into the bay. Every time there is a major rainfall, it washes some of them into the sea.
A tent is twenty bucks. A really fucking good one is a few hundred. Premium rugged canvas $600-$1k. I can go on because I enjoy the outdoors. I've done some glamping rigs and slept on the dirt plenty of times. Pretty sure I could do this project of theirs at under $5k including some basic amenities with a structure that will last a decade or more. Not that the tenant would maintain it enough for this.

It's not that black and white, I used to think it was until I worked with homeless people between 2010 and 2013 in central Florida, and you'll find most of them are so mentally handicapped either from a diagnosable mental illness, head injury, or drugs, that they can't work, even with medication.
