Chinese are good mimics when it comes to technology. Chinese Communism (especially) stresses conformity and singular thought and NOT free thinking which Good Engineering requires. So even though they have the plans, they need a working model to see how the thing works as a whole. That's another reason Chinese software and manufacturing are cheap, but 3rd rate. NO innovation or innovative thought whatsoever.
I'm not kidding, I've had to deal with this exact issue. We had to build a working prototype in the States and send it, multiple times, because they could not get it right off just the plans. Nuff' said. :)
Edit: This is also the reason the Chinese have to Steal all the "ideas and plans" in the first place. They can't even begin, without it coming from an outside source. The same for N. Korea, et cetera.
