I would start by going back in time. Did the Dept of Homeland Security exist in the 1970's? No, then get rid of it. That alone is 260,000 people and the department is brand new.

But most of these agencies are filling the role of CONGRESS. The executive branch is merely supposed to enforce the laws congress writes, not write their own under the guise of "regulations". And voters have no recourse for when they do horrific things. Christ, the president can't even fire some of these pricks. That's NOT self governance and it's not constitutional. You just need to incentivize people. Yes you can go work for your government for your whole life BUT you cannot have a retirement plan past a 401k( same goes for significant other, while in office you can acquire no assets, sell no art, sell no books, bureaucrats pay is capped at at 50k a year with Obama Care as the only health insurance they can have and this should weed most everyone out. Would be a nice addition too if there was a clause that if you worked in upper management at a pharmaceutical company you cannot take a parallel government job and vice versa.
In my experience with NIST, the bureaucrats write ridiculous rules that only they can comprehend then retire to become consultants charging gov't agencies and contractors for assistance to follow those rules.
My small, low security IT system had to generate 1700 pages of documentation yearly to comply with their certification & accreditation. There was no help from the larger organization, either. They didn't even keep a repository of all the documents that detailed what we needed to comply with.
