Drug addicted homeless. I will give them a choice: they either reintegrate into society by going to rehab (permanent, insane asylum style barracks if need be) and then learn a labor skill (even if that's picking up trash or painting over graffiti), or they die. Bullets...burn pit.
Members of the government that have interests, financially or otherwise, with public or private entities outside of the United States. Start with dual citizens and those with ties to foreign banking systems, offshore accounts, etc. Bullets...burn pit.

My modest understanding after three years of law school is that people have the right to hold any ideology they want as long as it does not infringe on the rights of others or incite violence. That places you and your burn pits way outside of the law. I hope you find a way to feel better other than killing everybody.
