Exactly this. NPCs are not low IQ. Low IQ is the minority. NPCs are the way they are due to being part of the majority, average IQ. Smart enough to fit in, so they do. But not smart enough to form and have confidence in their opinion. At least not in a way that will benefit them over just going with the times.
