This lack of a job means the worker doesn't have cash, which leads to desperation and potentially crime, and if we're talking entry level stuff then it also prevents them from building up a work history so that they can try to apply for a better paying job down the line. On the business side of things it means they don't have enough employees to run the business and so they get run out of business for lack of ability to engage with customers.
