Part of the query that can be run when deport is clicked checks to see whether this user has been "deported" by other users in the last hour, and then adds the combined overall post upvotes accrued by users who did the deporting. If it meets a threshold to show that they are established users, there's a temporary suspension.
This makes it extremely difficult for non-TDW users to ever have power to try to suspend true users.
