My father is nearly 70-years-old and has been having very low amounts of oxygen in his blood. He also has very swollen feet due to water build-up.

Healing thoughts for your Dad.
Might check to see if your Dad has sleep apnea or is congested (allergies?). Either problem could cause the low oxygen issues.
I send you both my prayers and best wishes...knowing a very similar situation that improved greatly.
