Let's say, for instance, that Wyoming, in a burst of amusing brilliance, officially illegally "adopts" all the citizens of all the other countries on Earth as their "non-voting, absentee population." This would then add 7.4 billion new citizens as Wyoming "absentee residents" without the rights or privileges of citizens.
Wyoming would then, amusingly, have about 380of the 538 electoral college votes in the US, (every state is guaranteed 3) and would carry every Federal election all by themselves.
California is counting non-citizens in order to take electoral college votes from other US states, how can they complain if Wyoming does it better?

Are you sure the electoral vote numbers depend on non citizens? I know it seems like dim states are hoping to use a non citizen census to recalculate EC votes but I don't think they will succeed and I don't think that is how they were last tabulated.
Yes. Non-citizen residents, even illegals, are counted in the census as "population" of the state.
Alabama, for instance, is probably going to lose an electoral college vote in the near future due to illegal aliens living in other states.
The census counts "people" and that number is used to calculate how many representatives each state gets in the House of Representatives.
States get 1 for each Senator, and one for each 1/438th of the national population they represent.
I have long thought that millions of people in the other states should file a class action suit against California for wrongfully taking their representation.
