That's the question, isn't it? Who decides such things, and why am I not allowed to question it?

Along with term limits, I think there should be an amendment to the constitution that forbids congress from making any law that is not fully applicable to its members, and I think all pay raises its members give to themselves should be subject to veto in a referendum.
