Changing the TOS doesn't change the law. This sounds like a non-issue to me. You won't be seeing pics of naked kids on the twitter, or if you do, it will make it easier for the cops to find the pedos and throw their butts in prison.

not so much.

it takes a village... some are traceable, most aren't or at least aren't in nations where it's easily reported or potentially even a crime.

if you report it to twitter... at best, they remove it.. at worse, the remove you. don't expect any of the social media to contact law enforcement. it's better to report to authorites first - documenting can be difficult depending on your jurisdiction. there's several watchdog groups out there that might better serve you.

arabic twitter has been plagued with cp.. 2012 was the worst year yet many of the profiles remain and there's always more. followed by chinese and other west/south/east asian languages, then spanish followed by various euro

those on the english / french / italian / russian / tagalog / hebrew side tend to get reported the most.. but largely due to keyword usage leading to accidental discovery. . . and frequently more keyword suggestions by external search engines.

if you're concerned and want to make an impact, either consider joining one of the many watchdog groups or create your own... which, admittedly, given the lack of impact watchdogs have had might be better served by playing it old school, creaitng a lobbying group and speaking with politicians directly on a local level and gradually building up. . . most of the established larger groups have an agenda thru their affiliates and many of the smaller are vigilante publicity hounds.. those in between largely invisible or only sporadically active.
