I have to wonder why they need to set up a honeypot when they have a database of visa holders. They can just mail merge letters in Word to demand transcripts or actively track and monitor.
I'm getting a bunch of conflicting information of this incident. My understanding is that the feds did not set it up. Rather, some Indians set it up to allow other Indians to commit visa fraud by posing as students. So, ICE just continued to use it to catch more before arresting all involved.
ICE probably does not know where they live. And even if they do, isn't it much more convenient and safer to have them come to them?
Bonus - This makes for a great headline as well! And possible ICE celebration/party afterword! :)
Why were 80% let go with no record of their deportation? Does this disqualify them from returning (I recall the law is something like 10 years exclusion)? If they lie upon their return can they be properly prosecuted if caught?

There needs to be a deterrent.
Needs a three strike rule.
First offense: Deported.
Second offense: No path to citizenship; visitation and vacation only.
Third offense: Barred from re-entry.
Fourth offense: Enemy of the state; shoot on sight.
Tricking the trickster is playing his game.
Fake College? It collected millions in tuition and delivered nothing. Sounds like a real college to me.
