My cousin donated 12 dollars back in 2016 and his house is on here with a yellow marker. Looks like you need to donate 200 to earn a "red" target marker.
Mine says $10 is my last donation and 1 donation. There was probably a $10 donation in there, but I've donated several times before and since. If I click through it shows a document with my total donations as being over $200. I should sue them for falsely claiming I've only donated once when it has been far more than that.
I'm not on the list. :( But I donated. My parents also donated but are not on the list. This means the true map would be covered with red dots!

Not really I checked my neighborhood and there were people who only donated $28 listed on that site.

I couldn’t find any specifics in that regard. Educated guess would be per candidate/ per election cycle
