The Cartel bosses aren't keeping their identities a secret because they have no fear since they run the government. Just bomb a few hundred palatial estates wipe out all the bosses. Then middle management will take over but take their organizations underground, making it easier to wrestle governmental control away from them. Then we can fight the Cartels properly with law enforcement that isn't in their pockets.
