In this case, law enforcement (boots) on the ground might be better as it would be important to separate the actual cartels members from those ordinary Mexicans that just work for them as a job because there is nothing else around (and often ends a up victims themselves). I once watched a video of a fifteen year old girl being executed by a cartel because she worked as a cook or something like that for a rival cartel. So, can't just bomb indiscriminately if it's done.
