He's a Polish immigrant working as a chef at the restaurant next to the attack which has the narwhal tusk on display. He heard the commotion, grabbed the tusk, and bolted into action. He's a true hero. The Muslim terrorist apparently had a fake suicide bomb vest, so this makes it an even more heroic event.
Unfortunately, the narwhal dude probably had planned to use the tusk in the event of an attack on his restaurant, as he is denied his natural right to defensive weaponry in the UK.
