My understanding is that it would depend on the quid pro quo.

Does it benefit the donor country?

Or does it benefit a politician's bank account?

Read the transcripts. Trump didn't say anything had to happen before Ukraine got the aid. It looks like the Dems haven't come to terms with that yet. However, the Impeachment Inquiry was entertaining so I do encourage them to continue.

Their entire premise is flawed:

"Given that Trump was ultimately unsuccessful in the quid pro quo, should Democrats consider a censure instead of impeachment?"

There was no quid pro quo.

Therefore, there is no basis for impeachment OR censure.

However, I hope they impeach. I want President Daddy to call witnesses.

And get Biden for HIS quid pro quo.
