Vivetter was charged with possession of a stolen vehicle and fleeing and eluding, both felonies, the sheriff’s office said. She already had five warrants out for her arrest for shoplifting and theft in three different counties.

If I had a record like that, young person or not- I would be in jail until time served, and/or the fines are paid. WTF is this 'ignore criminals' trend?

This is Democratic forgiveness. Put them back on the street and they can vote for you again keeping you in power to ruin the city more.

In San Francisco shoplifting is allowed (not prosecuted) up to about $900 per store / per event. These women would not be bothered by pesky theft laws if they had done this there. They should have done their “shopping” in beautiful California.
