Deepstate Bureaucrats--and by that I mean the Senior Executive Service members and various other members of the rogue CIA diaspora, peppered throughout the US government at all levels--forming a "perennial government" or "shadow government" that believes itself to be "the REAL government" and entitled to maintain at any cost, and above all else, the status quo--have ONE common characteristic that is causing huge problems for the rest of us--it's Clientitis.
Specifically, they have clientitis to the American ruling class as the next rung up the ladder, but more generally to the international central bankers, to NATO-FiveEyes consortium, and the cecil rhodes round table groups, aka the international 'global governance' NGOs such as the UN, the Bilderberg group, the Atlantic Council, the Council on Foreign Relations, and Trilateral Commission, to name a few. In this scenario, the [DS] bureaucrats are acting as if the shadow government is an "entity in and of itself", a kind of "virtual shadow security state", that they worship and are toadies for: so their clientitis woudl be--to use a metaphor--that while they are public sector bureaucrats for the regular civil service, they are also foreign officers for--secretly liaisons for--this virtual government. They feel the need to defend this virtual supragovernmental organization at every.single.turn.

And until we have a policy that ENFORCES THAT, they will continue to screw us over, by siding with the aristocratic entitled elite. So how do we do this?

We MUST get rid of lobbying and other forms of deep money in politics

We MUST publish an ENTIRE US GOVERNMENT AUDIT, and then 'We the People' need to tell THEM what WE are going to pay for. Not the other way around. We need "A La Carte Allocations" (see below)

We MUST use Extreme Vetting to hire US employees, by having them take an oath of loyalty to the PEOPLE of the US and to the CONSTITUTION of the US while under an fMRI scanner.

We MUST exclude ANY psychopaths and foreign spies from US Employment. We can use fMRI vetting to exclude them.

We MUST punish US employees for wrongful behavior by firing them. Not demoting them like Bruce Ohr. Firing them, deleting half their pension for example, and blackballing them from ever working in gov again, depending on the severity.

We MUST eliminate the Senior Executive Service by any means possible. It's antidemocratic / fascist, it's harmful to MERIT--it's unfair to other US employees who have risen in the ranks; and it's a spy network that is rife with abuse, which it enables and incentivizes corruption and other white collar crime.

We MUST get the hell rid of Microsoft products and INTEL cpus in our public sector IT workforce, because it further enforces clientitis to Microsoft, which is a deepstate (rogue cia) ally; and so is INTEL. And so is GOOGLE.. Both MS and Intel have backdoors (and google products are one enormous backdoor)--both enable pedophile-snuff-film peddling darknets, both are a grave threat to national security in my expert opinion (IT professional here).
AMD based processors is a better choice, but we really need to encourage OPEN HARDWARE having ALL THE chips made in the USA. And we also need to use OPEN SOURCE SOFTWARE linux, because it's better in every single way, but mostly in terms of security and it's 100% free / no cost to the US taxpayer. We Must Rewire the CIA and Intelligence fundamentally -- They think they are better than us and that they are entitled to do as they will, as the whole of their law. Like Comey, they cite "A Higher Calling". Like Brennan, they cite "the National Interest". Like Clapper, they cite "States secrets privilege". These bastards all ran a COUP against 325M people. They ought to be executed. Maybe they will be. But then there will just be an unending supply of fuckin' comeys and clappers and brennans and other types of nasty secrecy-worshipping pedotard security ghouls from the everflowing fountain of the intelligence community. Until we rework it so that their "privileges" are OVER and they have to work within the law again
This "humbling" and rewiring will have downstream effects on the cowardly permanent government bureaucrat underminers. They won't have their intelligence ubermenches to hide behind any more. They will have to stand in judgment just like everyone else. They will fall in line when they don't get to hide behind "special rules" for intelligence radicals.
- *We need to do more about Regulatory Capture -- It is anticompetitive, and it creates a kind of DC nepotism from a clique of people who ARE NOT AS EXCELLENT at their jobs as they would have you believe. They are simply 'insiders' working together. We need to find a way to bust up their social networks so they stop self-dealing. Because this self-dealing leads to this artificial sense of entitlement and antinomianism that makes them self-justifyiing in their aquisitions, achievements and then that makes them even less willing to listen to, act upon or in accordance with the will of the people whom they allege to represent.

A La Carte Allocations
I envision a USGOV website that lets us log in and then tick boxes of where we want our taxes to go. If we do nothing, nothing changes--By default, everything is selected. We can drill down on an expandable list (like pluses you click and subgroups 'open up below it') of departments and programs If we "deselect" top level groups it deselects everything under it, then we can selectively.
We still give the same amount of taxes (as in 100% of whatever we gave), but the percentages that are allocated to pay for certain gov activities are live re-adjusted as we select. We can even further refine by typing in whole numbers to adjust by percent of our contribution goes where. We could for instance put 100% into "roads", or 5% into research
