He needs to be recommending people for prosecution, if warranted. That is what his investigation is for.

It's also obvious that we have a black hole of inadequate laws where people like this, Clinton, Kerry, and many others are slipping through.

Undermine it because it became public. I have no doubt that Meuller is as crooked as a dogs hind leg, and the rest of his team had the same thoughts, but he could not afford to have blatant publicly anti Trump team members, so he cut them. Meuller's report, if "non-partisan" would have been wrapped up and published before midterms.
