While I have no doubt that everyone is spying on everyone else - 5 eyes, Israel & USA included - did anyone even consider that maybe, just maybe, Israel was working with America and the Stingrays are part of that alliance?
Many foreign nationals are in DC - many Ambassadors to the US, many spies, many enemies of America and many enemies of Israel.
Common sense dictates that if Israel was using Stingrays in DC and POTUS "didn't do anything about it" or reprimand them "neither publicly nor privately"
