Personally I wish we had a services directory for Pede skilz. I have wished i knew pro cartoonists more than once. I am a professional Fine Art person myself, but i can't do cartooning to save my life. I think old published cartoons probably do have copyright issues, but there are websites for copyright-expired comm'l art, books etc
