This kind of thing will be more important in places where taxes already get funneled like candy to baby killing and the like. Problem is no one will do it unless they feel they have some chance of succeeding. That means organization. So first we'd need literature explaining how to do all this, and secondly we'd need a support group, preferably with lawyers and militia, to look out for people.

This isn't my area per se but since you're passionate about this approach those are some goals to start working on. Don't just keyboard commando, work on it if you can. People will trickle in.
