It's because warlords often travel in convoy with their family and children in the vehicles following after. Dead kids are not just bad PR, they're guaranteed to radicalise everyone within 10km or two degrees of separation. Terrorists know this - that's why they keep their children close. They use them as human shields all over the place.
The other people in the convoy worth protecting are the human sources.
TBH I'm surprised it's taken nigh on 30 years to figure that low collateral missiles are worth having. Israel has been targeting Hamas militants with missiles for decades.
